		<description>The perp had a convo with Ross (my partner from whom the dog was napped) before he stole the dog and it was pretty clear he was either mentally simple or very high on something brain-damaging, like glue, perhaps.  Our dog is usually very affectionate with mentally handicapped people and to have one of them fussing over him is fairly common and usually pleasant for everyone involved.  I think that was one reason Ross allowed his attention to be distracted for &quot;not more than 10 seconds,&quot; as he says, to specify which way a steak should be cut to a butcher standing at the back of the shop (why are added blog comments so often on the snide side, anyways?).  I wrote that text to help anyone who saw the dog with the thief make the right decisions about what to do.  Indeed, Lori, who rescued the dog, saw him the next day in the same neighbourhood wearing the same collar and leash and when she confronted the man, he just gave the dog to her.  He was not a dangerous crackhead thief or whatever.   Another woman reported he&#039;d been seen handling the dog in a way that almost got it hit by a car.  We shall find out soon who he is.  Fleefus has led us to what may be his address. 

If you don&#039;&#039;t like the term mentally handicapped for someone with very low IQ, make a suggestion.  The word that actually first came to mind to describe the person was &#039;zwaakbegaafd,&#039; but I couldn&#039;t write the poster in that language!</description>
